On November 2, 1889, the state of South Dakota entered the Union as the 40th state. Shannon County and Todd County are the two counties in South Dakota that do not have their own county seats. The administrative centre for Todd County is Winner in Trip County. The administrative centre for Shannon County is Hot Springs in Fall River County.
