Latvia International relations are largely dictated by the membership of Latvia in United Nations Organization. Latvia had been under the Russian rule until 1991 when it attained independence on the 18th of September. Consequently, Latvia has also taken up membership with international organizations such as IAEA, ICAO, COE, CERCO, ICES, IAEA, UNICEF, IMF, UNESCO and WB/EBRD.
