Recognized for being the biggest local government region in the United Kingdom, Highland is a council area located in the Scottish Highlands. This Council area shares its borders with other council areas like Argyll and Bute, Moray, Aberdeenshire, Kinross, and Perth.

The Highland area comprises the inner-Hebridean and mainland parts of the Ross and Cromarty and Inverness-shire counties, parts of Moray and Argyll, and the whole of Caithness, Sutherland, and Nairnshire.

The Highland Council area was established in 1975 as a two-tier region through the Local Government (Scotland) Act 1973. There was an elected council for the entire region and elected councils for all eight districts. Under the Local Government Act etc. (Scotland) Act 1994, the roles of the Highland Regional Council were handed over to the new Highland Council.

The headquarters of the Highland Council is situated in Inverness. There are 22 wards and each of them individually selects three to four councilors through the single transferable vote method. The last general election took place on 3rd May 2012.
