Dover is the capital of the U.S. State of Delaware. It is one of the smallest and oldest state capitals in the country. Founded by William Penn as the court town for newly established Kent County in 1683, Dover became the capital of Delaware in 1777 after the capital was shifted from New Castle. The city was incorporated in the year 1717. It is the capital and the second largest city in the state and is the county seat of Kent County. It is also the principal city of the Kent County Metropolitan Statistical Area.
