The UN telecommunications agency- the International Telecommunication Union (ITU) was formed in 1865 and is accountable for providing the Global Cybersecurity Index. It is a multi-stakeholder approach to measure the commitment of countries to cybersecurity. The index also figured the improvement and strengthening of the five pillars of the ITU Global Cybersecurity Agenda, namely, legal, technical, organizational, capacity building and international cooperation.
