ECB announces €750 billion Pandemic Emergency Purchase Programme (PEPP)

The Governing Council decided the following:

(1) To launch a new temporary asset purchase programme of private and public sector securities to counter the serious risks to the monetary policy transmission mechanism and the outlook for the euro area posed by the outbreak and escalating diffusion of the coronavirus, COVID-19.

This new Pandemic Emergency Purchase Programme (PEPP) will have an overall envelope of €750 billion. Purchases will be conducted until the end of 2020 and will include all the asset categories eligible under the existing asset purchase programme (APP).

For the purchases of public sector securities, the benchmark allocation across jurisdictions will continue to be the capital key of the national central banks. At the same time, purchases under the new PEPP will be conducted in a flexible manner. This allows for fluctuations in the distribution of purchase flows over time, across asset classes and among jurisdictions.

A waiver of the eligibility requirements for securities issued by the Greek government will be granted for purchases under PEPP.

The Governing Council will terminate net asset purchases under PEPP once it judges that the coronavirus Covid-19 crisis phase is over, but in any case, not before the end of the year.

(2) To expand the range of eligible assets under the corporate sector purchase programme (CSPP) to non-financial commercial paper, making all commercial papers of sufficient credit quality eligible for purchase under CSPP.

(3) To ease the collateral standards by adjusting the main risk parameters of the collateral framework. In particular, we will expand the scope of Additional Credit Claims (ACC) to include claims related to the financing of the corporate sector. This will ensure that counterparties can continue to make full use of the Eurosystem’s refinancing operations.

Fake maps

Hackers are spreading malicious websites which contain coronavirus maps that seem authentic, as per findings from cybersecurity firm Reason Labs, reported Tech Radar. Once people open these malicious websites, the malware steals data, including banking information. Refer to authentic maps by our cartographers on MapsofIndia and MapdofWorld.

Coronavirus tax refund

Researchers from cyber-security firm Mimecast shed lights on this scam a few weeks ago, reported BBC. They discovered the scam in the morning and in a few hours, over 200 such cases were found, where internet users were told that they are eligible to get coronavirus refund.

Once a user clicks on “access your funds now”, they are taken to a fake government website which asks the users to share their financial and tax information.

Donation to fight

Malware experts at Kaspersky first detected this where hackers send emails citing Center for Disease Control and Prevention (CDC). The mail asks users to donate in bitcoins for developing COVID-19 vaccine. Kaspersky said it detected 513 different files mentioning coronavirus that contain malware.

At least 215 people came into contact with a group of Italian tourists in India, some of whom have tested positive for the novel coronavirus, a Rajasthan government official said on Thursday.

According to Govind Pareek, the Joint Director of Public Relations, officials have identified the people the tourists came into contact with while in the region, including the cities of Jhunjhunu, Jodhpur, Bikaner, Udaipur and Jaipur.

Ninety-three samples have been tested so far. Of these, 60 tested negative for the novel coronavirus. The Rajasthan government is in the process of testing the remaining 122 suspected cases across the state.

Hotel rooms where the Italians stayed have been closed for sanitation, which is still underway, Pareek added.

India’s Health Minister Harsh Vardhan announced on Wednesday that 16 of the 22 Italians on the trip have tested positive for the novel coronavirus. The group landed in New Delhi on February 21 and traveled to Rajasthan by bus.

Two of the Italian citizens with the virus are being treated in Rajasthan and the remaining 14 are receiving treatment in the city of Gurugram just outside New Delhi.

The group’s driver, who is an Indian citizen, also tested positive.

India gears up to fight against Covid19 as two more cases got confirmed

Two more cases of the virus have been detected in India, according to a press statement released by India’s Health Ministry, putting the total at five confirmed cases.

Health Minister Harsh Vardhan briefed a press conference today that India will now screen passengers coming from 12 countries, including Vietnam, Malaysia, Nepal, Indonesia, Iran and Italy.

The screenings will take place in 21 airports, 12 major seaports and 65 minor ports.

So far, a total of 3,217 samples have tested negative for coronavirus, five tested positive and 23 are still under testing, Vardhan added.

In this story, Bill Gates talks about the difficulties of working on the cure for the virus. He says that government funding to run the research is essential. Below is what he says.

Why does this require government funding—can’t the private sector solve this on its own? Pandemic products are extraordinarily high-risk investments, and pharmaceutical companies will need public funding to de-risk their work and get them to jump in with both feet. In addition, governments and other donors will need to fund—as a global public good—manufacturing facilities that can generate a vaccine supply in a matter of weeks. These facilities can make vaccines for routine immunization programs in normal times and be quickly refitted for production during a pandemic. Finally, governments will need to finance the procurement and distribution of vaccines to the populations that need them.

Obviously, billions of dollars for anti-pandemic efforts is a lot of money. But that’s the scale of investment required to solve the problem. And given the economic pain that an epidemic can impose—just look at the way COVID-19 is disrupting supply chains and stock markets, not to mention people’s lives—it will be a bargain.

Finally, governments and industry will need to come to an agreement: During a pandemic, vaccines and antivirals won’t simply be sold to the highest bidder. They’ll be available and affordable for people who are at the heart of the outbreak and in greatest need. Not only is this the right thing to do, but it’s also the right strategy for short-circuiting transmission and preventing future pandemics.

These are the actions that leaders should be taking now. There is no time to waste.

The White House has requested $1.25 billion in emergency funding to address coronavirus, as well as the ability to tap an additional $535 million in emergency funds already appropriated.

Italy Refuses to Suspend Schengen Agreement Amid Coronavirus Outbreak

The Italian government has turned down the idea of the reintroduction of internal Schengen borders as a prevention measure against the further spreading of the coronavirus, after over 200 cases have been detected within the last three days.

In a press release held after an extraordinary meeting of the cabinet of ministers at the Civil Protection headquarters, Italian Prime Minister Giuseppe Conte said suspending the Schengen Agreement would not help towards the containment of the Coronavirus.

“This is a draconian measure that does not meet the needs of Italian citizens in the field of containment of infection,” the prime minister said regarding the suspension of the Schengen Agreement.

Furthermore, he sarcastically told journalists that closing the borders would turn Italy into a lazaretto, that is an isolation hospital for people with infectious diseases, like leprosy or plague

Even before the outbreak of the Coronavirus in Italy, the Italian Minister of Health, Roberto Speranza had told the Parliamentary Control Committee members that the Coronavirus outbreak is not a strong enough and justifiable reason to suspend the Schengen agreement and reintroduce internal border checks.

Only 349 cases of the novel coronavirus were reported today in Hubei, the Chinese province at the center of the outbreak. This is the lowest number of new infections officially recorded there by China in weeks.

There are now just over 62,000 cases of the virus in Hubei.

However, with the criteria for diagnosing the virus outside of the lab shifting in recent weeks. Chinese authorities this week switched back to reporting the only laboratory-confirmed cases from Hubei, after last week allowing clinical diagnoses by doctors, based on symptoms or more immediate tests, to be counted towards the province’s totals.

The total number of people who have recovered from the coronavirus also rose, with more than 10,000 released from the hospital in the province.

Two more people in Japan have tested positive for coronavirus, the country’s Ministry of Health, Labour and Welfare has announced.

One patient is an administrative assistant with the ministry who had been working on the Diamond Princess cruise ship, where hundreds of infections have been confirmed.

The other is a nurse in her 40s who had been treating a woman in her 80s infected with the virus in Kanagawa prefecture, officials there said. The elderly woman later died, becoming the first person in Japan to be killed by the virus.

The nurse didn’t come into close contact with others and is undergoing treatment in hospital, authorities said.

Three Israelis have tested positive for coronavirus on board the Diamond Princess, Israel’s Ministry of Health said Sunday morning. The three are not in serious condition, officials said in a statement. The Israelis who have tested positive are being moved to a hospital in Japan, the Ministry said. Israel will send a specialist doctor to Japan as part of their treatment. The Ministry of Health is also working with other Israeli citizens on board the Diamond Princess to bring them home on a direct flight if they do not test positive for coronavirus.

According to a report from state media Bernama, Malaysia has confirmed the first case of coronavirus involving the Westerdam cruise ship. The patient is an 83-year-old US citizen. Several Asian countries refused to let the Westerdam dock in their ports before being allowed to disembark in Cambodia on Friday. The cruise ship, which had a total of 1,455 guests and 802 crew onboard was not under quarantine, Holland America Line said last week.

The US Embassy in Tokyo has announced detailed plans for a voluntary evacuation for US citizens on board the Diamond Princess cruise ship and their immediate family. Infected Americans will be staying in Japan. The flight with the passengers will land in California and Texas.

The US State Department has announced that it would evacuate about 380 Americans who are currently on the Diamond Princess cruise ship docked under quarantine in Japan, once the quarantine lifts next week. The quarantine is scheduled to end on February 19. The cruise ship is carrying more than 3,700 people and is under quarantine since February 4. So far, 219 cases of the coronavirus have been confirmed on the ship.

Beijing is setting stricter Quarantine rules. The mandate came as the Chinese government disclosed that hundreds of medical workers who had been helping combat the coronavirus outbreak had, in fact, become infected with the virus and at least six have died. Hong Kong Disneyland has agreed to lend vacant sites to the government as potential quarantine facilities, said city officials in a press conference. However, the government has not released any plans on how to use the designated site. There are currently confirmed 56 cases of novel coronavirus in Hong Kong.

Egypt confirms first coronavirus case, says the affected person is a foreigner who had been put into isolation at the hospital. The health ministry said in a statement that it had immediately informed the World Health Organization and had taken all necessary preventative measures. The case marks the first confirmed case of the disease in Africa.

The Indian Embassy tweeted about the Indian Nationals On-Board the Quarantined Cruise Ship Diamond Princess at Japan and attached the health bulletin in the tweet, which said: “As of 14 February 2020, altogether 218 people have tested positive for COVID-19, including 3 (three) Indian crew members. All 2018 people including Indian nationals have been taken to hospitals for further treatment and quarantine.” All three Indians are undergoing treatment and their health conditions are reportedly improving. It also emphasized that it is continuously in touch with the Japanese authorities to check on the Indian nationals.
