1990's Political Reform in Zaire brought a new epoch in the country. On the fateful day of 24th April, 1990, the President of the Democratic Republic of Congo, Mobutu Sese Seko declared to the citizens that the country was getting into a new era. During this period multi party government was introduced which replaced the single-party system that had been ruling the country for twenty-three years.
Mobutu's personal initiative resulted in this revolutionary decision. He exercised direct democracy or "popular consultation” and sought the views of the people of the country in this regard. 87 percent of the population voted in favor of single party system. But still Mobutu opted to experiment with multi party system. He gave the citizens of the country the freedom to adhere to the political formation of their choice.
Mobutu claimed that the people of the Democratic Republic of Congo wanted him to control over the destiny of the country. He accepted to serve as the chief of state and as a result would be both above the political parties and government organizations. He would function as the final arbiter or last resort for the country. The political reform of 1990 paved a new way for the political scenario of the country.
