Education in Rwanda is still in its nascent stages, and so much progress cannot be said to have been made in the country's educational system beyond its primary and secondary educational levels. But education in its entirety is achieved only through higher learning, and this field is not much developed in Rwanda where there is still enormous financial constraint. As such, the government of Rwanda, together with its ministry of education, have developed their own Rwanda education finance programs. The Rwanda education finance programs have been developed keeping in mind the present need of the country which is to set up a responsible set of educated civilians who would be able to take up the reins of the administration of the country.
Separate Rwanda education finance programs have been designed for separate levels of education; namely primary, secondary and higher. While enrollment in the primary and secondary sectors are increasing by the day, many aspiring students are facing financial constraints regarding enrollment to higher education programs. To come to the aid of these aspiring students, the government of Rwanda along with the Rwanda ministry of education have implemented certain Rwanda education finance programs designed specifically for higher education students. Rwandan students procuring outstanding results at the school graduation level are granted state scholarships so as to encourage them to continue their education while other aspirants of higher education are provided with government loans and bursaries which would help them continue their education. Students can repay these bursaries and loans through the Student Loan Repayment System which allows repayment at a lower rate.
The government of Rwanda has developed a separate Rwanda education finance project for primary and secondary schools which is named fee-free. The primary schools do not accept any fee from the students of the school; rather they depend on capitation from the Rwanda government. The secondary education of Rwanda, which consists of a total of 6 years, is also provided free of education fee. A total of 9 years of basic education in Rwanda is sponsored by the government of Rwanda in association with the Rwanda ministry of education.
